Chelsea boss, José Mourinho complained about his strikers again after his side's Champions League first-leg defeat to París Saint-Germain. Chelsea's front men on the night were Germany's André Schürrle and Spain's Fernando Torres. "I wasn't happy with our attacking performance. We kept the ball well, but you have to score goals in football, and to do that you need strikers like the ones PSG have," said the manager. Barcelonahas a fresh round of problems off the pitch. FIFA has banned the club from bringing in players until the summer of 2015 for illegally signing minors between 2009 and 2013.
The club has already announced that it will challenge the decision before the FIFA Disciplinary Committee – the body which made the initial ruling and will hear Barcelona's arguments in their defence. If a new resolution goes against them, they could refer the issue to the Court of Arbitration for Sport (CAS) within a period of 21 days.
"We have to bear in mind that thousands of signings like this are made each season," explained Angelo Cascella, an expert in sports law and a CAS member. The regulations forbid the international transfer of players who under the age of 18 between clubs. However, there are situations which offer a way around this obstacle.
They are only permitted when the player resides in the European Union or European Economic Area aged between 16 and 18, (EU) or lives within a 50-kilometre radius of the city where the club is based.
"Experience tells us that these kinds of signings are usually permitted when the family of the player moves for reasons unrelated to sport. Moving for work, for example," explained Cascella.
In any event, the approval of FIFA's Players Status Committee is required, which is the body in charge of protecting the appropriate personal, educational and sporting development of players under the age of 18.
